   The Marine Corps Hymn mentions the 'shores of Tripoli' That's a   
   reference to the first Barbary War which was waged by Thomas Jefferson   
   in 1801. It was arguably unconstitutional and the country was off to a   
   good start.   
      
   At least it was a foreign enemy. George Washington was the only sitting   
   President to head an army in the field. The army was larger that any he   
   had commanded during the Revolutionary War and was used to pacify US   
   citizens in western Pennsylvania.   
      
   The second president, John Adams, made it illegal to criticize the   
   government or its minions.   
      
   Nothing changes.
