   Dechucka, (being the local (i.e. this newsgroup) RFS Rep) what is the   
   process here??   
      
   At the start of the 'season' does the RFS/Environment Dept/Whomever   
   decide that this year there should be (pick a figure, any figure)   
   100,000 Hectares burned off before the Summer starts.   
      
   Then, when that figure is not reached (due to wet weather/hot   
   weather/lack of volunteers/whatever), maybe only 50,000 Hectares is   
   actually burner off, is the following target figure increased to take   
   into account the 'under-burn' of the previous season, e.g. next seasons   
   target might be 150,000 Hectares instead of just 100,000 Hectares??   
      
   Or is it just a 'random' target figure chosen each year dependant of   
   actual growth??
