   I did a contract gig a few year's ago and it just happens that they had a   
   permi vacancy for similar role (in a different team)   
      
   The advert was passed to me, and I passed it back to them with "I do not   
   meet the qualifying conditions for this"   
      
   OTOH Mr X' with his third did.

   I don't believe the condition that I couldn't meet to be at all uncommon in   
   (lazy) recruitment offices.   
      
   Don't get me wrong.   
      
   I am not resentful about this dumbing down of my qualification because of   
   the perceived status of institution that issued it.  (Though I do resent   
   companies using it as a measure for a 30 year old-timer.)   
      
   Whilst I didn't know it at the time, my time in industry as a principle   
   engineer working alongside the current crop of new graduates, suggest that   
   the level of knowledge that my course gave me was far inferior to that of   
   the more respected institutions.   
      
   If I were looking to recruit new/recent grads, I would do it
