   The term 'civil society' is misguiding when it's about East Europe - it   
   actually means a network of NGOs that receive grants from Soros or from   
   other sponsors with similar agenda.   
      
   Some of these NGOs may really perform something useful, however, in   
   overall, it's a simulacrum, - and the very term 'civil society' should   
   usually be considered an euphemism.   
      
   Something similar happened and still happens in Russia too. Such NGOs   
   are usually alienated from the real society, but they can produce noise   
   and simulate 'popular' sentiments. Also, the paid NGOs of the sort   
   helped to misrepresent the 2014 mess in the Ukraine as a popular revolt   
   while in fact there was a [small] loyal majority.
