   I agree that the ammunition that British police use is not designed to   
   break into separate pieces. Nevertheless, it does vastly more damage to   
   the human body than a non-expanding bullet. The only possible   
   justification is that it is less likely to penetrate right through the   
   target than a non-expanding bullet.   
      
   I suggest studying some photos of what expanding ammunition does to   
   people. It's pretty disgusting that our police use it.

   early British example produced in the Dum Dum Arsenal, near Calcutta,
