   They clearly can't arrest and intern everyone who expresses enthusiasm   
   for fundamentalist Islam - or for Communism, or for the IRA, etc.   
      
   And nor can they send agents to follow thousands of people around London   
   just in case those people take it into their heads to use their cars as   
   killing machines - in which case, the MI5 people following behind   
   wouldn't be able to do anything anyway.
