   you are right, I made it up   
      
   but it seems a reasonable figure   
      
   The guy in question had minor convictions for violent crime, nothing more.   
   There iso suspicions of him being a terrorist in his police file.   
      
   So, (having now looked it up) there are approx 200,000 convictions for   
   violent crime each year (plus another 100,000 cautions)   
      
   assuming that the sentences for these crime are relatively short those   
   200,000 will be walking the streets in two or three years.   
      
   It also seems reasonable to conclude that the 200,000 people who are   
   convicted in 2016, aren't the same 200,000 people who got convicted in 2015,   
   2014, 2013 etc (I accept there will be some overlap) so the total number of   
   people previously convicted of a violent crime, but now walking the streets   
   is going to be a multiple of that 200,000.   
      
   If anything, using 2.5 as that multiplier seems to be too low, rather than   
   too high.
