   You can't just issue guns and let them get on with it. Specialist   
   training is required. The cost of training hundreds, let alone   
   thousands, of police officers in how to handle guns would be extremely   
   high, and to what benefit? So that a drunken man waving a broken beer   
   bottle in Watford can be shot if necessary?
