   Well, here's a question for the Tories. If you reduce police numbers and   
   increase bureaucracy and target-driven procedures, fewer crimes will be   
   reported, fewer will be investigated and more people will be fobbed off   
   with "no crime, just a domestic argument".  Do you measure progress by   
   manipulating statistics or do you measure it by asking the public if   
   they feel safe on our streets with no police about, and feel adequately   
   supported if they report what they believe to be a crime?
