   Why would moving from one area to another, that are still both governed,   
   automatically cause "law and order to break down"?   
      
   For example, in the USA, there are many policies that promote mass   
   immigration by Mexicans to take on low paying work. Law and Order has   
   not broken down, and under Bush the USA has inched closer to fascism not   
   closer to anarchy. I am aware this immigration is illegal, but at the   
   same time the USA government does not take any serious steps to stop the   
   flow as agri-business, and the meat-packers, among others, would be   
   quite miffed if any real action to stop the illegal immigration was taken.

   It would be true freedom, but many people fear that too large an influx   
   of immigrants would not be able to be assimilated fast enough to   
   preserve the current culture that they are fond of.

   You are now guilty of over-simplifying things. First, people ARE   
   selfish. You can't just pretend this isn't a fact. However you form your   
   society you are going to need rules that prevent abuse from the lazy   
   (free-loading), the power hungry (many, many abuses), greedy, and apathetic.   
      
   All of the serious anarchist proposals I have read all had rules, social   
   norms, and other features meant to mold peoples behavior in a way that   
   promotes "good citizenship".
