   If they were supposed to be here it would be illegal to stop them at all   
   since NO crime being committed means that stopping them is violating   
   their rights.   
      
   The simple fact that the Federal Government can target you means they   
   have evidence that you are committing or have committed a crime. They   
   can't just grab people off the street and investigate them for a crime   
   in which they could NOT have participated and Feds have no evidence to   
   implicate them.   
      
   Police can't stop a car because they feel like harassing the people in it.
