   No one said anything about "arrest." The National Guard and other   
   military forces can and have taken into custody Americans and others in   
   the U.S. without any noticeable legal consequences. Arrests are left to   
   law enforcement. Military forces, especially in the U.S., are used for   
   establishing law and order in extreme circumstances where civilian   
   authorities are not able to maintain control. That is a huge difference.   
   Especially for anybody who has ever been involved in those activities.
