   Legally? No, a 12 year old would need a court order to have such a   
   medical procedure done without parental consent, and the court would   
   notify the parents.

   The minimum age for marriage in any of the US states without parental,   
   or judicial in the case of wards of the Court, consent is 18, 21 in

   The minimum age of sexual consent in any US state is 16, in nearly all   
   it is 18. Any adult trying this would end up in prison, and on the sex   
   offenders list for the rest of their lives.
