   Inflation would be from more money, than product to satisfy the the   
   demand of that money and the amount of money would be relative.  SO in   
   reality like you say rationing also causes the price to rise and   
   apparently taxing and redistribution will do it also. In an emergency   
   situation the Liberals call it gouging and try to prosecute the   
   businesses that take advantage of that shortage of product and the   
   resulting inflation.
