   Who's welfare is it in to redistribute?  The middle class is dying out   
   there under this Socialist redistribution.

   Amendment 10 says that *the people* are NOT the same thing as *the*   
   *Unites* *States* . If it was, then giving "a power" to the United   
   States would also be giving that power simultaneously to the people.   
      
   And we know that the people held all the powers that were given by the   
   constitution to the United States SO *the people* and *the* *United*   
   *States* are different entities or groups. They are NOT THE SAME THING.   
      
   Charity or "redistribution" is declared by the constitution to be the   
   realm of the People and the States themselves NOT "the United States" by   
   the lack of that power being delegated to "the United States".
