   The Japanese have a high-tech civil defense force and tough troops,    
   that's why they don't get overrun by their less than friendly neighbors.   
      
   Their cnstitution doesn't let Japan start wars, but declaring ISIS   
   a threat to their citizens and kicking their ass is not what I would   
   call starting a war, I'd like to see Japan launch some kind of attack   
   ( by ground, sea, whaever)  and have everybody know they did it   
   but without leaving behind solid evidence.   
      
   A nation should protect their citizens no matter where they are.
