Once I deflect it from my head       I have to redirect it somewhere (the reality of physics). So if I direct       it into a tank, why does that water belong to the State? and even if it       did it's NOT stolen its a question of time before it's released back to       the state and it wasn't damaged or consumed since it recycles back to       the original State as it is released back to the where I redirected it       on the property.              The State didn't create it and it wasn't touching State property?              I'm not sure I can accept the States premise that the State owns the       water because it fell through the air. It's trespassing on my property       and if true then a flood is their fault (same as my cattle wandering       onto a State road and causing an accident) and the State would then be       liable for all damage caused by their rain...              I don't think the State could afford the cost of all the flood damage       the State is liable for.
