   Have the IRS make sure that tax payers aren't "high" when they aren't   
   forced to give their own money from their own pocket to the government. ;)   
      
      
   If the money was taxed away and in the hands of the government...  it   
   would then be a subsidy but since they "owe" the tax to the government   
   and a tax break is NOT a return of more money that you owe, why would   
   you be under any government mandate to prove you're qualified to receive   
   NOTHING? All you get is left alone. A tax break means "a tax law is NOT   
   applied" for some reason. Why take a drug tests to NOT be taxed it's   
   like buying ObamaCare to NOT pay the penalty.  Now you Libs want a drug   
   tax like you wanted a breathing tax "and got it with ObamaCare" that   
   taxes you if you breath and doesn't tax you if you don't breath.   
      
   Any business or person that receives more tax refund than they owed   
   should be tested for drugs since they must be on drugs to think they   
   deserve more money back than they owe in taxes.   
      
   It's NOT a refund or break when you get more back than you owed, that's   
   a subsidy and anytime the Federal Government attempts redistribution or   
   a subsidy it should be proven that the person receiving the stipend or   
   subsidy is qualified to receive it and that should include things like   
   health and addictions and parental/criminal DNA and so forth to prove   
   you are NOT a criminal preying on the society you are asking to support you.   
      
   Why should taxpayers be supporting rapists and drug/child abusers living   
   on government subsidies when the criminals should be in a jail cell   
   rather than supported by other law abiding tax payers while the criminal   
   get out of paying any taxes at all.   
      
   In fact a drug addict or sexual predator should only get a subsidy or   
   stipend in excess of what they owe in tax, when that person is in a   
   treatment program and following all the requirements to put them on a   
   path to become a responsible adult.   
      
   Otherwise the real taxpayers shouldn't be expected to pay for any   
   business tor person that has violated the laws or public trust.   
      
   Including politicians that are impeached.  They should NOT be able to   
   receive any tax dollars or government subsidies or stipends.
