   Obama is negotiating with China, Russia, France, England, and Iran.   
      
   That makes it necessary to have senate approval since he is Negotiating   
   a treaty.   
      
   Obama can't make laws/treaties without congress.   
      
      
   If he's committing America to something then it's a treaty and needs   
   Senate consent.   
      
   If he's NOT then there's nothing to sign.
