   Section. 1. The right of citizens of the United States, who are eighteen   
   years of age or older, to vote shall not be denied or abridged by the   
   United States or by any State on account of age.   
      
   Section. 2. The Congress shall have power to enforce this article by   
   appropriate legislation.   
      
      
   It says voting is a RIGHT of citizens, the congress doesn't give out   
   rights or take them away.... so the fact that voting is a right of   
   citizens and is NOT the right to any other means the congress can't   
   infringe/abridge the rights of the citizens and they can't be denied or   
   abridged by allowing others to vote that don't have a RIGHT, it would   
   devalue and negate my vote which is my right as a citizen.  There's that   
   catch-22 again the feds can't make a law that abridges my RIGHT and   
   allowing more people to vote that aren't citizens does abridge my right   
   to vote by making it worth less than 1 whole vote. It's like making me   
   and my vote 3/5 of a person like slaves were for apportioning taxes and   
   so the States can't pass any laws that would deplete the value of my   
   vote. It would violate the rights of Citizen voters.
