   Why change it, it means the government of Cal. can't gouge and say it's   
   for "conservation" when that is actually a tax.  So now they have to   
   actually call it what it is and pass a tax on water to create a   
   conservation plan that uses cost....  the problem there is that the   
   Politicians (Liberals) don't want to admit they are raising taxes and   
   call it what it is *A TAX* and we see that this idea to change the   
   Constitution is just another Liberal attempt to use the *Gruber*   
   *Doctrine*

   to have a lack of transparency and then lie about everything.   
      
   Liberals don't want to call a tax a tax so they try to disguise it as an   
   environmental issue and call it *conservation incentives* when all they   
   are doing is having government illegally tax you by gouging the utility   
   customers.
