   "Giving to the poor" while a humane thing doesn't necessarily enhance   
   the economy.  The government for instance gives unemployment payments   
   that encourage people to "NOT WORK" while a citizen will give the person   
   a few dollars for some sort of work rather than simply handing them   
   money for being out of work.  Both people end up better off.   
      
   The government regulations prevent the average citizen from doing that   
   today, and yet in the depression it's how people survived.
