   It says to pay the debts and....  and then lists the reasons.   
      
   Giving away money is NOT payment of a debt.   
      
   And the "United States" as modified by amendment 10 says the United   
   States is NOT the States or the people so no money can be used for their   
   welfare.

   You see powers are given to the *United States*  or the *States* or the   
   *People*  but the States and the people are NOT *THE UNITED STATES* as
