   The Government (Liberals) sued banks if the banks didn't accept and   
   reach the racial quota so they had to take all loans or be sued for   
   billions.  NO MONEY DOWN loans and loans that were previously red-lined   
   were forced on banks. Anyone with a pulse could get a loan, thanks to   
   the Progressives in the government.  It was social engineering and it   
   failed.   
      
   They had risk either way, take the loans and sell to Fannie/Freddie or   
   kick them out and be sued for "racism".   
      
   They figured that if the government wanted it they can have it...
