   You would deal better with dial up than SAT even if you were using TS to be   
   honest.   
   "dialup now at 24K"  sounds like there's a bridge tap somewhere on your   
   line.  If you can   
   catch a line tech roaming around your neiborhood grab him and ask him if he   
   would be willing to   
   take a look and see there was anything he could do.  Back in the day when I   
   was in the same   
   position I did exactly that and ended up with some nice speed increase.
