   Hi all   
      
   I have created local security policies for ipsec. When trying to assign i   
   get a message that the service isn't running. I can't start the service   
   manually and get an error message that says:   
      
   Could not start ipsec services on local computer   
   error 10048: only one usage of each socket address (protocol/network   
   address/port) is normally permitted   
      
      
   Anyone got any ideas ??
