   try the simplest transfers you can to see what is the issue - often vpn   
   problems are down to microsoft protocols or naming.   
      
   i suggest you try FTP.   
      
   Also, try reducing the MTU on one of the remote user PCs to 1450 bytes or   
   so - you may be making the netgears fragment every packet.
