   I believe the answer is "none of the above".  If you are trying to use   
   ipsec the answer is "protocol" 50 (not a port).  So if you need to forward   
   or not block it, you need something capable of recognizing or forwarding   
   protocols (like Linux iptables).   
      
   However, ipsec also needs UDP port 500.   
      
   I have not used a hardware router that does VPN passthrough, so I am not   
   sure how those are configured.
