   To answer this question You must know the port number and the protocol   
   (TCP or UDP) that is used for the tunnel envelope. Once You know this   
   You can ask your ISP whether that combination is blocked.   
      
   Most likely though the vpn port/protocol combination is blocked by a   
   firewall (either on your own machine or on the other end)...
