   No it isn't... there too many variables.   
      
   Are the Disks running in the same mode in both DOS and Windows?   
   Is DMA enabled in both?   
   Is LBA addressing enabled both times?   
   Is the disk's internal cache enabled both times?   
   Are multitasking issues affecting the outcomes?   
   Are both Pascals capable of equivalent performance?   
      
   You are comparing a LOT more than just disk buffering methods.
