   If you come from C, I can ask in the same way, why does it distinguish =   
   from ==. Please do not misunderstand me. It is essential to distinguish   
   them. But there is a very old agreement about that syntax. What have a const   
   declaration and an assignment in common? Whether C or Pascal, these occur in   
   very different contexts of a program's description. Maybe it's a pity that   
   you seem to have started from C and move to pascal. But even I have started   
   from Basic, moved to Pascal and in the meantime also use C++. I strongly   
   recommend, no more to use labels or breaks (except those in C switch). If I   
   think about using for ... break, then I rather use while.
