   It depends on your definition of evil!   
   Normally C++ programs tend to be better at being evil in one way:   
   providing more possibilities for evil bugs like buffer overflows and   
   dangling pointers... => so for being sure to have a most evil solution   
   you really actually might consider C++ for this task ;-)
