   He probably means programs that can access the windows via the multiplexer   
   $interrupt 2F probably. Afaik there are even ways to do slightly more   
   interesting ways from win3.x programs. (like calling win32 functions),   
   however this is quite complex and a performance drain. Moreover, pretty   
   useless since win3.x programs don't run under plain dos, and if you want to   
   go windows, and any win32 development system is better. Only to be used by   
   people that somehow need direct HW access the dos way, or have binary only   
   components.
