   What version of Turbo Pascal do You use ?
   What OS do You use ?

   May be You have to declare the implementation section to
   force far calls {$F+}.
   Try to change the uses clause for your eng.pas unit to

   Unit EnglFunc;
   interface

   Uses
     germFunc;

   {$F+}

   If this does not help, Could You post your german and english Unit her ?

   HTH
