   Plagiarism is not necessarily theft.

There is no general copyright in documents over about 75 years old,
except for "Peter Pan" and maybe such as the Prayer Book; and AIUI
there's full permission to copy current documents, or some of them,
published by the US Federals. Therefore there can be no theft of them
   by copying.

But they can still be plagiarised; writing a play called "Omelette,
Prints of Dentists", and following a rather familiar plot line, is
   plagiarism.

There's nothing wrong in manifest plagiarism of non-copyright material,
though it may well be puerile or tasteless. Bit it would be wrong to
copy a Federal Guide to Electric Wiring and change the colours round.

What the OP more or less appears to be doing, or nearly doing, is
different; it is aiding and abetting cheating.

The OP's SO may be getting her class work done by someone else, which is
cheating; or she may be getting someone else to teach her how to do it,
which is almost as good as learning it in class.
