   XP: Take properties of program (directly) go to tab "Misc" and kill the   
   "always suspend" tick. If that doesn't help check "exclusive mode".   
   98 afaik also has these.   
      
   I don't know if these preferences are loaded when you run them from the   
   cmdline (as opposed via the windows shell or shortcut).   
      
   If it doesn't work via the cmdline or batch, try to "start" it.
