   Problem is that that is already a quite big featureset to write alone from   
   scratch.   
      
   This is what all these wannabe OS builders stumble on (the sheer size, and   
   the amount of time they can do focussed work on it). It is possible to do it   
   in a relatively short time, if you don't have to learn programming at the   
   same time, and can put a lot of time in it, but most of the people that have   
   that, are not interested in such project anymore, since there are better   
   ways to tackle such stuff.   
      
   Moreover, nothing has been said what this OS actually should do in addition   
   to e.g. Dos. Just that it needs to be "an OS" and run TP code, but not why   
   dos (or an 32-bit ELF startup) doesn't suffice.   
      
   Usually it is because of a misplaced feeling of bloat about Dos   
   (I don't need all that). But then you are usually better served abandoning   
   PC totally, and go to the heavier (32-bit) embedded boards. Since the   
   hardware has a lot of bloat too :-)
