   In the ENT Klingon arc, which will explain once and for all the   
   difference, we will find that Section 31 is involved (one of Reed's   
   friends, Harris, is a Section 31 operative).  Maybe they ordered that   
   all records of the change be covered up/suppressed or even outright   
   destroyed.
