Roddenberry, in his later years, somehow translated Star Trek in his head
to some utopian ideal of peace, where war was in the past. In other words,
he himself forgot what the show was all about. Whether that was stroke
related or just rationalizations of an old hippie I don't know.

Roddenberry HATED all the movies after the first one, and was constantly
writing notes to Berman about how this or that thing was too militaristic
and was inconsistent with Star Trek. This is probably what ultimately led
to Berman losing his mind and bringing in such 'talent' as Jeri Taylor and
   ultimately, Brannon Braga.

Given how messed up trek is now, it's easy to forget that Berman was in
charge for must of DS9's run, and it is arguably the best trek ever made.
but at that time, he hadn't alienated all the good writers, and he had
people like Robert Wolfe who were full of insanely great ideas. *
