I'm not sure it's a matter of talent and ability. My utterly
subjective and therefore unarguable feeling is that there is great
ennui with the show in the cast. Even in "Voyager", I always had
the impression that if you had asked any of the cast members, they'd
have told you how really cool it was to be working on Star Trek(tm),
and getting to walk around in the corridors of a starship etc etc.
With Enterprise, I never feel like these people think of it as more
than just another role to play that will enhance their resumes.
_Maybe_ the actor who plays Phlox (and it is a sign of... something...
that I cannot remember his name) is enjoying himself, but he is
playing a determinedly cheerful character, which makes it hard to
   judge.

Enterprise is simply nothing special. It's there because Paramount
needed a new show to keep the franchise alive, and the actors know
it. One may well suppose that Shatner knows it too. He owes
Paramount nothing, Enterprise will do nothing for his reputation
as an actor, so he might as well make sure he's well paid if he's
going to do it at all.
