   If Enterprise had survived, we might have had an extended treatment   
   of this, but essentially they triggered the start of the move towards it   
   by an attack that required the formation of a sufficiently large fleet from   
   other races.  As for illogic, consider Nazi Germany: get the wrong meme   
   running rampant in a society, and it's hard for them to come to their   
   senses.
