   Could be geofencing.  HomeDepot is in the USA.  Perhaps they want to   
   block spurious online ordering from regions they don't serve.   
      
   There's enough info in the URL for you to parse out the particulars to   
   search in your region for a web site that doesn't block you, like   
   "philips smart light bulb".  You could try:   
      
   https://www.philips-hue.com/en-us/products/smart-light-bulbs   
      
   but that site is in the USA, too (on an Akamai server).  Otherwise, use   
   a VPN or public proxy to overcome geofencing.
