The duct cleaners call from India, and you can hear the       babbling in the background.              I recognize that someone in council housing, is likely       caught in the same trap as individuals here, where you cannot       get ahead by working, unless you have a job with an enormous income.       Which just isn't going to happen.              As an example of the irony here, a woman who works for some       government department, helping low income people find       a place to stay, *herself* sleeps on someone elses couch...       because she cannot find a place to stay with a reasonable       rent.
