   It doesn't really matter whether you remove the nuts or the dust cap first.   
   There is a special service tool made for removing dust caps that looks kind   
   of like a cross between a pair of ice tong jaws that are curved to fit under   
   the dust cap's lip, with handles like on water pump pliers.  Personally, I   
   just use a screwdriver.   
      
   Also, when you get the bearings off, make sure you re-pack them properly.
