   I changed the oil and air filter, and it passed.  Though I'm curious why the   
   NO went up almost to the max.   
      
   State Emission Standards:

   AFTER:

   before   
      
   It was about a quart low on oil, so a blow-by might have contributed to the   
   failure on the first test.
