   No, catalytic converters have never been required by law. Automakers are   
   free to achieve the mandated levels of emissions by whatever means they   
   choose. Catalytic converters happen to be the most cost-effective means   
   of doing so.   
      
   In 1979, most new vehicles had catalytic converters, but not all. I   
   bought a 49 state VW Rabbit that did not have one and ran on regular   
   leaded gasoline (in fact you did _not_ want to use unleaded on these   
   engines). VW was able to meet the emissions requirements without a   
   catalytic converter (except in California).
