   Nearly in 1972 (negotations followed by a failed referendum) and 1994   
   (another failed referendum). Norway joined the European Economic Area   
   (an arrangement between the European Free Trade Association and the   
   EU) in 1994 thus being able to participate in the European Single   
   Market without becoming a full EU member.
