   In rec.arts.startrek.current, "David E. Powell "
asked the question in the subject line.

There was an episode (a little Googling turns up "The Maquis, Part 2" as
the probable title) in which Dukat has been kidnapped, and has also been
accused of a crime by the Cardassian government. Sisko and pals have
rescued him. Sisko explains that the kidnappers will be tried and, if
found guilty, punished. Dukat says this is barbaric: on Cardassia, the
verdict is known in advance, and it's always "guilty". Trials are held
because the populace finds them comforting.

Then he wonders why Starfleet rescued him instead of Cardassian forces.
Sisko explains that the Cardassian government accuses him of weapons
smuggling, and "if the Maquis didn't execute you, the Central Command
would. After a comforting trial, I'm sure." Dukat gets a priceless
   look on his face.

Then, Dukat thanks Sisko for rescuing him, and the reply is "I'm sure
you would have done the same for me.", which again leaves Dukat
   speechless.

So there you go, my two most memorable Dukat scenes are both him
   reacting silently.
