   It's an important part of maintaining a constant mood of fear, which   
   justifies more draconian laws and police powers. We're a lousy country in   
   that regard, and this government is particularly bad, they can't stop   
   banning things. Certainly with Blair and his paranoid end of the world as we   
   know it fantasies, the last shreds of any concept of civil liberties have   
   completely disappeared. We live in interesting times.   
      
   Fear of the outsider (muslim terrorists) combined with fear of the insider   
   (your neighbour is a paedophile with guns and knives who wants to kill you).   
   A heady concoction.
