I would guess because something happened between her being a mighty
queen and evil power in Charn, and her being queen of a tiny little land
like Narnia. Maybe it was the fear and loathing she felt when she saw
Aslan sing Narnia (and its world) into existence. She fled from Aslan
that time, ate the apple to make her live forever, and (eventually -
when those trees fell down, I think) she came back and conquered Narnia.

I would guess it was the fear and hatred of Aslan driving her. She
conquered Narnia as a direct challenge to him, trying to destroy the
area that he held most dear. Maybe half-hoping that he wouldn't come
back, and maybe half-hoping that he would and she could kill him. And
maybe the fear of Aslan meant she feared to over-extend herself and
leave Narnia open to rebel in her absence.

Also, as the apple made her immortal (I think), she had plenty of time
to carry out her plans. Maybe conquering the rest of the world was on
her list for a few thousand years hence.

Her ultimate ambition would have been to find a way back to the Wood
between the Worlds (though all her magic seemed to drain away there), or
some other way of passing between the Worlds, and to conquer other
places as well, such as our world.
